Monitoring and Evaluation Coordinator

Salary: Net R92,292 and approximate Gross R100,656

Job Specification:

Main Duties

  • To coordinate the development of appropriate monitoring and evaluation systems, indicators and tools for Restless Development South Africa
  • To oversee the implementation of monitoring and evaluation systems and tools, ensure monthly Quality meetings are held including analysis of data and ensuring that findings are fed back into programmes
  • To disseminate findings both internally and externally, compiling specific reports on the findings and assisting in writing of donor reports and Monthly Progress Reports
  • To build the capacity of programme staff to implement monitoring and evaluation systems, data management and analysis for their reporting
  • To contribute to the development of Restless Development  South Africa and its programmes

Finances Managed:  Budget for monitoring and evaluation

Duty 20% M and E Development

To coordinate the development of appropriate monitoring and evaluation systems, indicators and tools

Standards

  • To ensure that internal systems have effective monitoring and evaluation tools for continual improvement
  • Design appropriate Log Frames
  • To assist with and undertake internal evaluation of Restless Development  South Africa  – measuring progress against indicators, assessing issues such as cost effectiveness, volunteer safety and effectiveness of the information systems
  • To manage the M&E budget and track progress of spending

Duty 25 % M and E Implementation

To oversee the implementation of monitoring and evaluation systems and tools, ensure monthly Quality meetings are held including analysis of data and ensuring that findings are fed back into programmes

Standards

  • To ensure that all monitoring and evaluation systems and tools, including fieldwork, collection of reports and data entry, are correctly implemented by programme staff
  • To ensure that monitoring and evaluation data is analysed to an appropriate standard and that results of analysis inform programme implementation
  • To organise monthly Quality meetings
  • To coordinate implementation of larger and general M and E projects, such as baseline and end-line surveys and support in data entry and data analysis

 

Duty 20% Dissemination and Reporting

To disseminate findings both internally and externally, compiling specific reports on the findings and assisting in writing of donor reports and monthly progress reports

Standards

  • To share ideas and good practices with other Restless Development  Country Programmes
  • To contribute to the preparation of reports for donors, partners, Restless Development  International and all Restless Development  Country Programmes
  • To contribute to the preparation of reports and documents  such as the Annual report ,  Quarterly progress report,  Monthly progress Reports and quarterly news letter
  • To present and disseminate monitoring and evaluation findings to all appropriate stakeholders

 

Duty 10% Volunteer training

To build the capacity of volunteers to implement monitoring and evaluation systems

Standards

  • Together with programme staff, to design and facilitate appropriate M and E training for volunteers, including the principles of M and E and on all volunteer-implemented monitoring and evaluation tools
  • To monitor the standard of compilation of volunteer-implemented tools, including accuracy and completeness, and provide additional training and support to volunteers as necessary
  • To develop and maintain a database of the various reports to track organisational activities and progress (e.g. indicator progress, volunteers activities)

Duty 10% Staff Capacity Building

To build the capacity of programme staff for monitoring and evaluation

Standards

  • To ensure that all programme staff and temporary staff (interns / field researchers) have the capacity to conduct fieldwork, coordinate output monitoring tools, analyse basic monitoring data and present findings as appropriate
  • To contribute to the identification of staff M&E capacity-building needs and provision and/or arrangement of appropriate staff training
  • To train the volunteer peer educators in data collection and report writing

 

Duty 10% Programme Design and Development

To contribute to the development of Restless Development  South Africa and its programmes

Standards

  • To coordinate and conduct research into possible new areas of focus for Restless Development  South Africa’s programmes
  • To contribute to the programme development process
  • To contribute to the strategic planning of Restless Development  South Africa

Duty 5% General Duties

  • To attend internal meetings as and when required
  • To manage interns as and when necessary
  • To provide support during training as and when required
  • To work on ad hoc projects and provide office and administration support as and when required

 

Required Job Competencies:

 

A competence is an observable skill, behaviour or application of knowledge required for effective performance. The competencies listed below are those needed for the job of Monitoring and Evaluation Coordinator:

Essential

  • Experience working in monitoring and evaluation, including design of systems and tools, data analysis and report writing
  • Experience working in the development sector and/or a volunteer-based organisation
  • University graduate in a relevant subject (development, social science, health promotion, etc.) or equivalent experience.
  • A clear understanding of contemporary development issues
  • A strong personal commitment to the aims and methods of Restless Development
  • Experience of managing people
  • Excellent interpersonal and communication skills
  • Ability to work in a team
  • Fluent in English
  • Excellent Computer literate – experience working with Word, Excel and Access
  • Experience of budgeting and handling finances

Desirable

  • Experience conducting training
  • Experience in managing large teams of volunteers
  • Personal experience with Restless Development  either as a volunteer or staff
  • Experience of working in a multi-cultural environment
  • Experience working with statistical software packages
