Monitoring and Evaluation Manager, Liberia

We are currently seeking a Monitoring and Evaluation Manager for the ongoing, USAID-funded Liberia Agricultural Upgrading, Nutrition & Child Health (LAUNCH) program based in Monrovia, Liberia. The LAUNCH program has three strategic objectives (SO) for achieving the overall goal of improving the food security of vulnerable populations in Bong and Nimba Counties.

Objective 1: Increase Availability of and Access to Food of Vulnerable Rural Populations
Objective 2: Reduce Chronic Malnutrition of Vulnerable Women and Children under Five
Objective 3: Increase Access to Education Opportunities

The M&E Manager position requires a wide range of knowledge in livelihoods, capacity building and institutional strengthening, monitoring and evaluation techniques, database management, and hands-on experience in relief and development projects. The incumbent will have the overall responsibility of monitoring the performance of agriculture and food distribution activities and managing the systems for collecting M&E information. In addition, the selected candidate should have expertise in leading monitoring and evaluation activities including training and research activities. The M&E Manager will be based in Monrovia, with frequent travel to program areas in Bong and Nimba Counties.

Responsibilities:

  • Ensure that routine monitoring and reporting of all program activities and outcomes are in place, effectively implemented and well synchronized between program locations and components.
  • Ensure that monitoring and evaluation systems are compatible and in compliance with both ACDI/VOCA’s corporate monitoring and evaluation systems as well as USAID Office of Food for Peace’s guidelines and systems.
  • Supervise, provide advisory, and guidance to six (6) M&E Assistants. As part of his/her tasks the incumbent will ensure that all local M&E staff:

(a) Are well versed in designing data collection tools for the components of the LAUNCH program;
(b) Participate in the design and administration of the survey tools needed for the LAUNCH program;

(c) are familiar with SPSS as data entry and analysis software;

(d) Are responsible to update the PMP/IPTT, accordingly.

  • Build capacity of staff and partners on M&E tools and analysis, data management, data analysis, basic surveying and sampling techniques, report writing techniques and requirements for ACDI/VOCA and other relevant donors.
  • Carry out frequent monitoring visits to partner organizations.
  • Design terms of reference, oversee, and coordinate the activities of external monitoring and evaluation contractors and volunteers.
  • Liaise, support, and serve as focal point for external monitoring and evaluation contractors.
  • Supervise or carry out all quarterly or annual surveys needed to inform the program’s Indicator Performance Tracking Table (IPTT).
  • Develop and improve upon organizational grant monitoring and survey tools  as well as other data collection forms and information tracking tools to realize effective programming.
  • Represent ACDI/VOCA on external M&E-related working groups, task forces, conferences, publications and panels.

 Qualifications:

  • Minimum of ten years of Monitoring and Evaluation for an international development program.
  • A Master’s degree (required) or PhD (preferred) in the fields of M&E, social sciences, agriculture economics or other related field.
  • Experience in the design and implementation of M&E systems based on donor approved M&E plan for capacity building interventions, ensuring data quality management in place for data collection activities.
  • Demonstrated knowledge of key monitoring and evaluation concepts, as well as previous experience designing and implementing M&E training for international organizations and USAID funded projects; as well as effective presentation of information.
  • Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.
  • Experience working with international donors, as well as counterparts and beneficiaries (e.g., international and local NGOs and government representatives).
  • Demonstrated experience in data collection using qualitative and quantitative techniques; statistical analysis; and narrative reporting; including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.); and experience sampling for qualitative and quantitative surveys.
  • Demonstrated experience in evaluation design, such as in the development of criteria, baseline surveys and/or midterm and final evaluations.
  • Experience conducting field research;
  • Experience with gender analysis or assessments preferred.
  • Familiarity with USAID rules and regulations (preferably the Office of Food for Peace);
  • Ability to travel frequently (35%) to remote areas within Liberia.
