Position #1: Team leader in the evaluation of development and cooperation programmes and in Farmers’ Organisations

Position #2: Farmers’ Organizations Specialist – Junior Expert

Duration: 62 w/d

Global objective:

The final evaluation, which was foreseen in the programme’s Action Fiche, will provide the relevant external co-operation services of the European Commission, the implementing Agency, the beneficiaries and the wider public with sufficient information to:

(a) Make an overall independent assessment about the past performance of the programme, paying particularly attention to the impact of the programme actions against its objectives;

(b) Identify key lessons and to propose practical recommendations for follow-up actions. A new phase of this programme is indeed being prepared under the proposed “Farmers’ Africa” Programme. As a consequence,  formulating practical and concrete recommendations for the new phase is a key task of this evaluation.

Position #1: Team leader in the evaluation of development and cooperation programmes and in Farmers’ Organisations 

A solid and diversified experience in development and cooperation projects management;

Experience in developing countries;

Fully conversant with the principles and working methods of project cycle management and EC aid delivery methods (Backbone strategy included);

Fully conversant with monitoring and evaluation principles (logframe approach, results based management, etc.);

Ability to work under pressure and to respect deadlines;

Working knowledge of English and French;

Excellent report writing skills in English and in French.

Special features:

A minimum of 10 years of professional experience in the field of agriculture/rural development/livestock/food security in developing countries;

Very solid knowledge and diversified experience in the evaluation and monitoring of Development and co-operation projects (minimum of 5 significant experiences), financed by different types of Donors / Institutions, like the European Commission, bilateral donors and multilateral institutions (United Nations (FAO, IFAD, etc.), World Bank, etc.) in the field of agriculture/rural development/livestock/food security;

An extensive knowledge of evaluation and monitoring tools and methodologies (e.g. the Results Oriented Monitoring exercises of the European Commission);

At least 5 years of experience in working with farmers organisations in developing countries. Experience in Sub-Saharan African in this field;

Very good knowledge of the Sub-Saharan African institutional context in the field of agriculture/rural  development/food security;

A university degree in programme evaluation/management, economics, agriculture/rural development or food security;

Experience as team leader (at least 3 significant experiences).

Position #2: Farmers’ Organizations Specialist – Junior Expert 

A university degree in economics, agriculture, rural development, or food security.

A solid and diversified experience in development and cooperation projects management;

Experience in developing countries;

Fully conversant with the principles and working methods of project cycle management and EC aid delivery methods (Backbone strategy included);

Fully conversant with monitoring and evaluation principles (logframe approach, results based management, etc.);

Ability to work under pressure and to respect deadlines;

Working knowledge of English and French;

Excellent report writing skills in English and in French.

Special features:

A  minimum of 3 years of relevant professional experience in the field of agriculture/rural development/ livestock/ food security in developing countries;

At  least 3 years of experience in working with farmers organisations in developing countries. Additional experience in working with FOs in other regions;

Cross-cutting issues (environmental impact assessment, gender analysis, good governance, information and communication, visibility)
