Increase the knowledge of the impact of EU development cooperation on reaching the Millennium Development goals in particular, and the objectives of the Millennium Declaration in general.
Specific study objective(s):
Illustrate the correlation between EU development action in developing countries and their progress toward the MDGs.
The specific objective is to provide services to the European Commission linked to the administrative (including check the administrative compliance and eligibility of proposals, data processing, ranking, and statistical follow-up) and the qualitative parts (technical and financial assessment of Concept Notes and Full Applications) of the evaluation procedure.
Education – Minimum Masters level.
Experience – More than 10 years of experience in the evaluation sector possibly related to infrastructure sector development, such as: (i) sector development, governance and political economy issues (ii) conceptual design and implementation of development programmes; (iii) publications and realization of guidelines/operation manuals; (iv) work in developing countries in the relevant sectors. Very high level skills in drafting, presentation and communication of complex results are required.
He/she would have good knowledge of relevant EU policies and the European Commission development cooperation programmes and aid delivery methods.
