JWB Children’s Services 

The Juvenile Welfare Board Children’s Services Council of Pinellas County funds initiatives designed to improve outcomes for the community’s vulnerable children in the three strategic areas of school readiness, school success, and child welfare.

Position Purpose: This position is responsible for using evaluation and research to monitor the performance and implementation of programs and services under the JWB Strategic Plan focus areas.

Key Responsibilities:

  • Develop and implement studies that address program delivery efficacy, fidelity to the intervention methodology, and performance related to improving outcomes in the strategic focus areas. Study designs should consist of literature reviews, selection or development of appropriate measurement instruments, established methodologies, and application of appropriate statistical analyses using single or combined data sources. Interpret results to address questions related to performance on measurable outcomes and return on investment (ROI)
  • Keep abreast of the latest relevant research in order to provide guidance and support to JWB staff and management to create results-oriented strategies linked to positive child outcomes in agency focus areas
  • Analyze data in a public administration framework to guide policy, determine outcome information and contribute to a results-based accountability tracking system to measure programmatic and agency-wide progress
  • Provide technical assistance/consultation to JWB community partners for the development of performance and accountability metrics at the community, agency and program level
  • Provides technical assistance/consultation to agencies on issues related to program development, measurement selection, and the use of evaluation data for decision-making
  • Provides support/consultation to contract managers with yearly program site visits on issues related to outcomes accountability, measurement, program efficacy and methodological fidelity
  • Facilitates use of evaluation and research results in ways that are useful to internal and external audiences
  • Leads focus groups, oversees survey implementation and program observations at sites throughout the County
  • Works with JWB staff and teams as grant and evaluation strategies are being developed to identify and incorporate evaluation, data collection and analysis components
  • Works cooperatively with all JWB inter and intra departmental teams; multitasks to respond to agency needs
  • Serve on JWB’s internal institutional review board (IRB)
  • Reviews and responds to assigned internal and external data requests • Other duties as assigned

Specifications:

  • Minimum of a Masters degree in human services, public administration, or related field
  • Five years experience in human services program evaluation
  • Ability to present complex technical information to diverse audiences in an understandable format
  • Extensive knowledge of model programs and practices in human services
  • Ability to utilize SPSS, word processing, databases, PowerPoint, Mapping software, and spreadsheet applications
  • Advanced writing and communication skills
  • Access to reliable transportation
