Background Information

The DRC Country programmeme is monitored through the three decentralized offices. The decentralized office based in Goma is covering the North Kivu, South Kivu, Maniema provinces and the Ituri District in a humanitarian context including data collection in crisis, maternal health, sexual and gender based violence. The other decentralized offices are operating in the transitional and development context. The central office plays the coordination role and assumes an oversight function; it is also responsible for resource mobilization, strategic planning and monitoring and evaluation

The country office is focusing on the result based management and quality delivery of programmeme results. For this to happen and also UNFPA to keep its leadership role in the area of reproductive health and gender equality in the context of country in crisis, the country office is looking for the Team Leader, Monitoring and Evaluation (M&E) Unit for the regular programmeme including the emergency projects.

Organizational Setting

Under the supervision of UNFPA Representative, the Programme Specialist, Team Leader M&E Unit works closely with the Deputy Representative to ensure a result-based programming and an effective delivery of results of the country programme.

Main Tasks & Responsibilties

As Team Leader of the Monitoring and Evaluation Unit, the Programme Specialist will perform the following tasks:
• Assume the overall responsibility for overseeing country programme monitoring and evaluation;
• Provide support and guidance to the country programme Planning, Monitoring and Evaluation activities;
• Prepare quarterly and annual reports on the programme implementation, schedule and financial status, and assist in the preparation of the annual work plans (AWPs);
• Develop and manage the AWP of the M&E Unit;
• Document high level lessons learnt from programmes design and implementation;
• Monitor the implementation of the recommendations of missions and field visits or mission and meeting reports;
• Develop and manage a country programme data base for the monitoring of progress on programme indicators;
• Assess training needs relevant to monitoring, evaluation and management information systems and provide, if required, training to M&E staff;
• Coach M&E focal point of the decentralized office for quality monitoring;
• Ensure availability of data to measure indicators for evidence based programming;
• Strengthen national capacity for reporting on national execution in accordance with UNFPA PPM (Policies and Procedures Manual).

Programme planning, implementation, monitoring and evaluation 
• Provide support and guidance to the country programme Planning, Monitoring and Evaluation activities;
• Develop the country programme monitoring and evaluation plan that is consistent with the UNDAF (United Nations Development Assistance Framework) M&E framework and the national system;
• Set up operational arrangements for collecting, analysing, and reporting programme data, and for investing in capacity building, to sustain the Monitoring and Evaluation function;
• Contribute in the programme mid and end of year report writing;
• Review programme implementation and reports, compile them for impact evaluation, and identify the causes of bottlenecks;
• Set up operational arrangements for collecting, analysing, and reporting project data, and for investing in capacity building, to sustain the Monitoring and Evaluation function;
• Ensure availability of data to measure indicators contained in the Country Programme Action Plan for the evidence based communication from the Country office;
• Undertake field visits to support decentralized offices in monitoring the programme achievements;
• Collaborate with staff and implementing partners on qualitative monitoring to provide relevant information about programme activities and foster participatory planning and monitoring.

Provide technical assistance to decentralized offices 
• Work with the programme coordinators in decentralized offices to ensure programme implementation and achieving expected results as per M&E framework;
• Assist the programme coordinators in preparing periodic reports on the activities, schedule, and financial status of all programme outputs in a standard reporting format as required;
• Provide technical support to M&E staff in decentralized offices;
• Provide / coordinate technical assistance to decentralized offices as they support provincial governments to ensure that a minimum number of population, reproductive health and gender indicators are collected systematically as part of the health management information system (HMIS) and through population-based censuses and surveys.

Humanitarian assistance 

• Develop project staff capacity in M&E skills including participatory aspects;
• Provide technical and multi-sectoral support to decentralized offices;
• Assist to collect, compile and analyze Sexual and Gender-based Violence (SGBV) and maternal health report data with emphasis on identifying trends and patterns;
• Develop and/or revise data collection tools and train partners organizations and other sectors in the use of these tools with an emphasis on the guiding principles of working with SGBV survivors;
• Prepare quarterly reports as needed or requested on M&E and on other aspects of the programme.

Coordinate the preparation of the Annual Review and track progress 

• Working with the respective units within UNFPA, the UN agencies and the Government, develop a coordinated joint annual review of the Countries Programme Action Plan;
• Track work plan implementation in real-time, report issues and contribute to timely resolution of issues so that the work plans are implemented fully and in a timely manner;
• Summarize good practices and lessons learned to improve programme performance;
• Prepare the annual report of the programme, ensuring, with the decentralized offices timely provision of relevant data and reports;
• Prepare, as needed presentations for dissemination of findings internally within UNFPA and to donors;
• Prepare as needed briefing notes for senior management on progress on programme indicators.

Monitoring resources 
• With the Resource Mobilization Division, track resources from donors and maintain a database of donors, actual and potential;
• Ensure timely disbursement of funds;
• Track internal resources and provide monthly reports on the financial status of the programme.

Qualifications and Experience

• Masters degree in population studies, demography, Public health, and or other social science;
• Five years of experience in programme management and development relevant to population and reproductive health, sexual and gender based violence, humanitarian assistance including designing and appraising project with at least three years at the international level;
• Experience in data collection, management information system and data base design;
• Conversant with the Humanitarian cluster approach;
• Experience in post conflict country, highly desirable.
• Fluent in French, working knowledge of English.
