Consultancy assignment: Evaluation of Sierra Leone National Gender Strategic Plan

The Ministry, with the support of the United Nations Gender Thematic Group, is now seeking a suitably experienced and qualified national or international Consultant to carry out the Mid-Term Evaluation, through a consultative process with all stakeholders. Please see the attached Terms of Reference.

Purpose of assignment
To carry out the Mid-Term Evaluation, through a consultative process with all stakeholders. The process will also build consensus on a vision of gender equality and empowerment that can form the basis of potential future policy that gives clear guidance to national and international development partners on promoting gender equality in the next phase of development.

Terms of reference 
In collaboration with the MSWGCA, and under the direct supervision of the Chief of Child Protection in UNICEF:

1. Design an appropriate Mid-Term Evaluation Methodology for the NGSP
2. Propose a consultative process and develop a work plan
3. Review the implementation of recommendations from previous relevant high level exercises, including TRC, CEDAW and CRC recommendations
4. Assess the alignment of the NGSP with the Gender Mainstreaming and Advancement of Women Policies (2000), as well as to other strategic documents including the SiLNAP on 1325 and 1820, the Agenda for Change, and the Joint Vision

Deliverables

  • Detailed inception report,  detailing Consultant’s understanding on the assignment; work plan and budget  (1st week March 2012)
  • Mid-term Evaluation report of the National Gender Strategic Plan (2010-2013), including analysis of associated policies and high level plans (1st week April 2012)

Qualifications required and reporting relations

  • Advanced degree in social policy, management, development studies or gender or other relevant area
  • At least 10 years’ professional experience in gender related evaluations
  • Extensive experience in the field of gender and equality and human rights
  • Extensive experience of gender policy analysis, facilitation and drafting
  • Extensive experience of gender mainstreaming
