DURATION

The MTEM will be conducted from the 7th May 2012 to the 28th May 2012, of which 15day in the field with the finalization of the report to be accomplished before the 28th May 2012.

REQUIRED COMPETENCIES

-Degree in agriculture, rural development or other related field or equivalent field experience in rural development/livelihood interventions
-Previous experience in livelihood project evaluations
-Minimum of 7 years professional experience in development sector
-Conceptual and analytical skills
-Knowledge of participatory approaches and tools
-Excellent time management skills, with an ability to deliver high-quality outputs on time
-Written and verbal communication skills
-Fluency in English is a must.

WORK CONTEXT

Cesvi is implementing a three year project funded by the multi donor ‘Livelihood and Food Security Trust Fund’ (LIFT) to support the most vulnerable people in Myanmar, and specifically in Northern Shan State. The project targets directly 100 villages in Naung Chaung and Kyauk Mae Townships, Northern Shan State focusing on support to both agricultural and non-agricultural based income sources, including nutrition and sustainable management of natural resources related activities.

The Project officially started on the 15th October 2010 and will end on the 15th October 2013.

Project aims and objectives
The specific purpose of the Project is to improve livelihoods of resource poor rural households in Naung Cho and Kyauk Mae townships through a community development process that will increase food security, enhance income generation opportunities and sustainable management of natural resources.

JOB DESCRIPTION

Location of the MTEM
The MTEM will take place in the project’s target area in Kyauk Mae and Naung Cho Townships, Northern Shan State, Myanmar.

Period and Duration of the MTEM
The MTEM will be conducted from the 7th May 2012 to the 28th May 2012, of which 15day in the field with the finalization of the report to be accomplished before the 28th May 2012.

MTEM Topics
The consultant will be in charge of the assessment of the project, and will be required to coordinate his activities with CESVI-Yangon, CESVI field teams and with the local Authorities of Kyauk Mae and Naung Cho Townships.

Objectives of the Assignment
This MTEM takes place in the mid-term of project implementation and has the overall objective of assessing the project progresses, and to provide recommendations for the following period of the action. The specific objectives are:
-to assess the validity and relevance of the project to the local framework
-to assess the quality and effectiveness of community involvement in project planning and implementation
-to assess the structure and function of village development committees and interest groups
-to assess project activities and achievements in relation to immediate and long term objectives of the project
-to assess the status of implementation of the project and the actual achievements compared to planned outputs
Output of the MTEM

The consultant is expected to provide a draft and a final report.
The final report will be of a maximum 50 pages (including all Annexes); the format of the report will be shared and discussed directly with the Project Manager in Yangon.
The final report will address the objectives and topics described in the paragraphs below, giving special attention to the overall conclusion and recommendations for the remaining period of the action. The report shall be presented in both Hard and Soft Copy.

Target audiences of the evaluation are the implementing agencies in Kyauk Mae and Naung Cho Townships (Cesvi and EGG) and the LIFT Office in Yangon.
