Head of Monitoring, Evaluation and Knowledge – Access to Security and Justice Programme (ASJP) – Sierra Leone
4 year Programme (possibly 1 year extension)

Objective of the project
The overall goal is to secure the conditions for consolidating peace and stability in Sierra Leone with a commitment to transforming security and justice services to improve the lives of the poor, vulnerable and those living in remote and marginalised communities. DAI are seeking an experienced expert to play a lead role in the development and implementation of the Monitoring, Evaluation components of the programme in addition to making full contributions to the programme’s knowledge base.
Duties and Responsibilities:
• Complete monitoring and evaluation against the annual work plan and budgets agreed with DFID
• Develop and implement a comprehensive results based M&E system and strategy
• Build management information systems to support the monitoring of programme results
• Manage the Knowledge Management and Information Unit to construct an M&E toolkit, baseline monitoring tables, collection of data and analysis and the dissemination of lesson learnt
• Development of a common results based monitoring and evaluation framework
• Conducting a monitoring and evaluation needs assessment for selected grantees
• Develop and implement a capacity building plan for selected grantees
• Support and monitor programme performance and results.
• Monitor and report on the progress and performance of the programme to DFID
• Conduct regular field visits
• Support and mentor grantees to ensure that results based monitoring evaluation and reporting is integrated in their projects/programmes.
• Ensure that the DFID reviews are conducted on time and as per requirements.
• Support non state actor grantees in ensuring that the lessons learnt and results achieved are communicated to those in Sierra Leonean society demanding greater accountability.

Basic Qualifications:

Key Qualifications:

• Strong understanding of various civil society capacity development and grant support mechanisms –in Africa and Sierra Leone in particular.
• Strong project management and team management experience.
• Strong monitoring and evaluation background, including a clear understanding on the growing innovations in M&E in the governance sector, such as use of Political Economy Analysis, Outcome Mapping and Most Significant Change methods.
• Ability to conduct monitoring and evaluation needs assessments and frameworks
• Experience working with donors such as DFID, UNDP, World Bank
• Experience in working in fragile states and or/experience in Sierra Leone will be a distinct advantage
• Excellent communication skills and fluency in English is essential
• Substantial experience working with civil society organisations (broadly defined to include professional NGOs, media, community based organisations, faith based organisations, think tanks, etc.), policymakers and parliaments in a developing country context.
• Excellent written communication skills –and a good understanding of a relevant range of research communication approaches and tools.
• An advanced degree in finance, business administration, public administration, economics, or other relevant field
